I have come across this BBS website which has a lot of paedophilia pictures. The website is targeted for web-surfers in China (in mandarin only) but I have found out that the website is registered in California, USA. Their server is also located there.
How and who should I report this website to? It’s just absurd that the moderators of that website is encouraging such postings on the BBS.
NOTE: I am not a USA citizen and I reside in China at the moment.

Internet Crime Complaint is run by the FBI.
Alternatively you can call your State Police and report it. Frankly, I would do both.
